CAN I BUY A BUSINESS IF I AM NOT A CITIZEN OF THE US?

Yes, and there are several possible means by which a foreign national can become a lawful permanent resident. A lawful permanent resident may work in the U.S. without any restrictions. There are other means in which an alien can acquire a non-immigrant visa. Some allow the non-citizen to work in the U.S.; others prohibit employment.
